This paper argues that surveillance is a core function of digital computers and a basic operative principle of digital societies. This is tested by exploring the history of operating systems and the development of digital policing. Both surveillance built into the computer and surveillance executed by the computer reveal theshift towards a relational operative mode and a flexible control regime.We propose to follow computers “in action” and to carefully observe society’s confrontation with situations both complex and chaotic. This approach suggests that we must refrain from popular “Big Brother” narratives. Instead, we will look beyond the questions of surveillance and focus on the destabilization and reordering power of information technologies on both the translation processes involved in putting the world into computers and on the cultural forms linked to the genesis of digital surveillance.
